Disheartening Update for DV 2023 Winners: Visa Issuance Limit Reached, No More Visas Available

 

In a disheartening turn of events for Diversity Visa (DV) 2023 winners, the dream of starting a new life in the United States has been shattered. A DV2023 winner, whose case was in Administrative Processing (AP) mode, recently shared a screenshot of an email from the consular section of the U.S. Embassy in Nepal. The email revealed that the visa issuance for the fiscal year 2023 has reached its limit, and no further DV2023 visas will be issued. This revelation aligns with an official update released by Travel.State.Gov, the U.S. Department of State's Bureau of Consular Affairs, on September 7, 2023.


As of September 7, 2023, the Department of State has confirmed that all available Diversity Visas for the 2023 DV Program have been issued. This news comes as a significant disappointment to DV2023 winners from eligible countries worldwide, particularly those with high case numbers. The impact is felt by those who were eagerly awaiting their 2NLs (Second Notification Letters), preparing for their interviews, or who recently attended interviews but found their cases stuck in administrative processing or subjected to a visa refusal under section 221g.

To put this into perspective, Nepal alone had 3,808 DV2023 winners, including derivatives. According to data published by https://dvcharts.xarthisius.xyz/ on September 9, 2023, a total of 3,371 visas have been issued so far, with 123 cases in "ready" mode. Additionally, 88 cases have been refused under section 221g, potentially to be issued after thorough investigation and document collection by the U.S. Embassy's consular office. Shockingly, approximately 134 DV2023 cases in Nepal were awaiting 2NLs. However, in line with the aforementioned update, no further visas will be issued for 2023, given that the DV2023 visa issuance limit has already been exhausted according to the Department of State.

For DV2023 winners with their original documents still held at the U.S. Embassy, arrangements are being made to return these documents through NIMB Bank. This unfortunate turn of events serves as a stark reminder of the uncertainties and challenges faced by DV lottery participants in their pursuit of the American dream.

DV2021 Case Processing update of Nepal (Up to 5 September 2021)

The fiscal year of the DV 2021 visa issuance process is coming to an end on September 30. In this context, there are clear indications that not even 60% of the DV 2021 visas will be issued through the regular process, which is a matter of concern for the winners of DV 2021. As you may know, the US government court has not been able to give a promising verdict in favor of any of the DV 2021 lawsuit proceedings. In this sense, there is a question mark over the possibility of getting a visa for those who spend a lot of money to participate in the lawsuits. In the year 2021, 3801 Nepalis were selected for the DV lottery program, which is the second-highest number of DV winning country in Asia. According to the DV Lottery Charts' data published on 1st September, 31% of the winners have so far received visas, with 531 receiving visas and 522 being interviewed.
