Question 1: Is it necessary to send an inquiry email to KCC to receive the 2NL (Second Notification Letter)? Clear Answer: NO. Typically, Second Notification Letters (2NLs) are sent to DV selectees based on the monthly updates of the Visa Bulletin , not on the basis of any inquiry emails. So, sending an email to the Kentucky Consular Center (KCC) does not influence when or whether you receive your 2NL. There is no harm in sending an inquiry if you want to, especially if your case number is current and you haven’t received the 2NL yet.
